New research published by the Economic and Social Research Institute (ESRI), stated that over 40,000 children could be removed from poverty by introducing a means-tested second-tier child benefit.
Children’s Minister Roderic O'Gorman has said that the Government needs to "focus on things with a proven record of reducing child poverty" amid calls for means-tested extra child benefit payment.
The proposed reform to the child benefit system would cost around €700 million per year, benefiting more than 100,000 households and reducing the share of children below the poverty line by a quarter. "I’ve had a chance to just scan the ESRI report on child benefit there. It's certainly worthy of consideration and I can absolutely guarantee you that one of the themes in the budget is going to be child wellbeing and child welfare and we will have a package as part of the budget that will be aimed at reducing child poverty."
Minister O’Gorman, however, said that while all suggestions will be considered, he believes the Government "need to look at what works".
